A resource to help identify and understand the needs of learners and to plan how to work with them. It sets out the required skills, knowledge and understanding at three distinct levels in an easily accessible way.

Each of the three levels is broken down into the following sections:

  • Financial knowledge and understanding;
  • Financial skills and competence;
  • Financial responsibility.

It is mapped to the core curricula, and supports the development of contextualised basic skills programmes.

The Framework is an invaluable resource for all those involved in financial capability education, including basic skills tutors, money advisers, teachers and trainers. This Financial Literacy resource was developed in collaboration with the Financial Services Authority.
