Between 2015-18, Trust for London, Walcot Foundation and Learning and Work Institute collaborated to design and deliver Step Up – an innovative pilot to trial new approaches to help low-paid workers progress in their careers and move into better work.

Step Up was delivered by six voluntary sector organisations, each of which designed a distinct support model targeted towards different cohorts of low paid workers.

A range of project outputs and resources were published over the course of the project, including evaluation reports and policy papers. These describe the delivery of Step Up and the outcomes achieved and draw out key lessons for the commissioning, design, delivery and evaluation of future support, including:

  • how to recruit and engage low-paid works;
  • delivering support effectively;
  • engaging with employers and connecting people to better jobs;
  • designing outcome measures for in-work progression;
  • and evaluating impact.
