Learning and Work Institute was commissioned by Central London Forward to conduct a mixed-method evaluation of Working Capital: a pilot programme of integrated employment and health support for people with disabilities and/or health conditions who have been out of work for more than two years.
The programme aimed to test the effectiveness of providing more intensive and specialised support to Employment and Support Allowance (ESA) claimants in the ‘Work Related Activity Group’ (WRAG) who had been through the government’s Work Programme without securing sustained employment.
This final report evaluates the performance of the programme and sets out the lessons for future similar provision.
