Learning and Work Institute were commissioned by Central London Forward to conduct a mixed-method evaluation of Working Capital: a pilot programme of integrated employment and health support for people with disabilities and/or health conditions who have been out of work for more than two years.

The programme aims to test the effectiveness of providing more intensive and specialised support to Employment and Support Allowance (ESA) claimants in the ‘Work Related Activity Group’ (WRAG) who had been through the government’s Work Programme without securing sustained employment.

This third evaluation report compares experiences of delivery of Working Capital between summer 2017 and summer 2018, considering good practice and challenges encountered. It builds on our previous reports to explore, in greater detail, outcomes achieved on the programme as well as providing an update on the Randomised Control Trial.
