Head of Research: Evaluation and Qualitative Methods
Chloe joined L&W in August 2026 to lead projects involving theory-led evaluation, participatory practice, and qualitative methods. She directs and contributes to work across all of L&W’s strategic themes, with extensive experience in leading qualitative research, mixed method evaluation and deliberative engagement with publics, service users, and a range of stakeholders. Prior to working at L&W, Chloe led research and engagement across a range of policy spaces and settings, including the Learning from Big Local programme at Local Trust – bringing together 10+ years of insights into community-led working. She is committed to ensuring those who are impacted by decisions are involved in shaping them, and is partway through an MSc in Sustainability and Behaviour Change with a strong interest in preparing communities across the UK for an uncertain future.
