JobsPlus is a community-led employment scheme that aims to help people into work through on-site employment services, community support, and financial incentives.
This groundbreaking model is being piloted by housing associations and their residents in 10 sites across England. JobsPlus is backed by evidence in the United States, showing partnership between landlords, tenants and key local agencies can lead to better, long-term employment outcomes for residents and for their children, even 20 years later. The programme is funded by the Department for Work and Pensions, through His Majesty’s Treasury’s Labour Market Evaluation and Pilots Fund, and by Youth Futures Foundation. It is managed by Learning and Work Institute with support from Communities that Work, the Institute for Employment Studies and MDRC.
Neighbourhoods were selected to provide a mix of local contexts, with 300–1,000 households per site, high levels of housing association stock, and a relatively large proportion of households with no one in work. This evaluation report, led by Institute for Employment Studies, builds on the interim findings published in September 2025 to provide evidence on whether the model can be adapted to the UK context and effectively implemented to improve employment outcomes.
JobsPlus has been developed to support participants who are often a considerable distance from the labour market. For many, progress towards employment is non-linear and involves improvements in wellbeing, confidence and skills as necessary stepping stones to sustained employment.
